Aim of the proposed action :
To initiate a system of accounting on global entropy production - the mirror image of the Global Economic Product. There is an exact symmetry between the rate of globilization of markets and the rate of depletion and/or degradation of the Earth’s fund of ’low entropy stocks’ composed of: (i) ’fixed’ stock cycling resources, atmosphere, hydrosphere, and lithosphere, (ii) the variable stock of reproducible biological resources constituting the world’s ecosystems and (iii) the variable stock of human accumulated capital. Sustainability is thus a measure of the rate of replenishment over the rate of consumption of the low entropy stocks over a time interval. The indicator of sustainability can be normalized to an index number based on the net-value of ’entropy production,’
Action to achieve this aim :
Globalization benefit is measured in growth in GDP. Hidden are the symmetries of the cost of economic growth manifest in the increase in ’entropy production’ (the measure of disorganization of a system). The poposal is for the UN Agencies, (UNEP, FAO, Commission for Sustainable Development...) the World and Regional Banks to embark on SAGE-P for assessments on the rate of entropy production both within nations and net-entropy trade balances, difference between exports of low entropy products (natural resources and agricultural commodities) and imports of high entropy products, (manufactured goods, including arms) and vice versa. Climate change and the rate of entropy production are symmetric relationships and SAGE-P provides an efficient database for the second generation of the Kyoto Protocols, which require assessments of North-South entropy trade balances.
